El diputado Comínguez y la creación de la Ley de Jardines Maternales Zonales (Ley 20.582/1973)
Producto de la articulación de la praxis democrático-asamblearia del sindicalismo docente, la actividad político-legislativa bajo la concepción de llevar el Parlamento a la calle, y de las luchas de los trabajadores de la educación, el 2 de septiembre de 1973 el diputado Comínguez presenta el proyecto de ley para la creación de jardines maternales zonales, para el cual había sido asesorado por la pedagoga Hebe San Martín de Duprat.

A pesar de su consideración y aprobación en la H. Cámara de Diputados el 28 de noviembre de 1973, y en la H. Cámara de Senadores al día siguiente, la ley no fue reglamentada por el gobierno de Juan Domingo Perón.
Una muestra de los denodados esfuerzos en hacer cumplir la ley es la respuesta de Juan Carlos Comínguez al interrogante planteado por la revista Alternativa en un artículo en el que se pregunta al Poder Ejecutivo Nacional de entonces si las mujeres podían tener un hijo en el contexto de las múltiples adversidades vividas producto de las difíciles condiciones de vida material de la clase obrera (carestía de la vida, desabastecimiento, empeoramiento de las condiciones de trabajo, etc.).
